The First Heaven First Earth, and the New Heaven New Earth  The first heaven first earth refers to the former world that was judged and ended in Rv 6, and the new heaven new earth refers to the 12 tribes of God’s new kingdom and new people, re-created after the events of Rv 6 through sealing in Rv 7.
